Correctional Service Week & Conference 2026

Hon. Onesimus Kipchumba Murkomen is Cabinet Secretary for Interior and National Administration, appointed by H.E. President William Ruto on 19 December 2024. An Advocate of the High Court of Kenya, he holds a Bachelor of Laws from the University of Nairobi, a postgraduate diploma from the Kenya School of Law, and Master of Laws degrees from the University of Pretoria and American University. He previously served as Cabinet Secretary for Roads and Transport and for Youth Affairs, Creative Economy and Sports, and was elected three times as Senator for Elgeyo Marakwet, including as Senate Majority Leader. He chairs policy for the Ministry that hosts the State Department for Correctional Services and is a principal guest of honour at Correctional Service Week & Conference 2026.

Dr. Salome Muhia-Beacco, CBS, is Principal Secretary for the State Department for Correctional Services and host lead for Correctional Service Week & Conference 2026. An Advocate of the High Court of Kenya with more than 25 years in legal practice, she holds an LL.B. and an LL.M. in Leadership and Governance from the University of Nairobi, a diploma from the Kenya School of Law, and is a Chartered Insurer (ACII, London). Appointed Principal Secretary on 4 July 2023, she previously founded Wanyonyi & Muhia Advocates after senior legal roles in the insurance and corporate sectors. She is driving reforms that modernise correctional services, strengthen rehabilitation and reintegration, and align Kenya with international standards such as the Mandela, Tokyo and Bangkok Rules.

Mr. Patrick Mwiti Aranduh, MBS, is Commissioner General of the Kenya Prisons Service, sworn in at State House, Nairobi, on 24 July 2024. A career prisons officer who rose through the ranks, he holds a Bachelor of Security Management and Policing Studies and a Master in Leadership and Governance from Kenyatta University, and serves as an ex-officio member of the National Crime Research Centre Governing Council. His priorities include modernising prison industries and farm technology, expanding offender education and rehabilitation, decongesting facilities in partnership with the justice system, and improving staff welfare and housing across the national prisons estate.

Mr. Shadrack Kyengo Kavutai is Acting Secretary for the Probation and Aftercare Service (PACS) under the State Department for Correctional Services. A long-serving probation leader—previously Director within PACS—he oversees non-custodial offender management, including social inquiry reports for courts, supervision of probation and community service orders, and rehabilitation and reintegration into the community. Under his leadership PACS is advancing digital integration with the Judiciary’s e-filing platform, community probation volunteer models, and social crime-prevention strategies that strengthen public safety beyond custody.
